About SMEPS:

  • (SMEPS) The Small and Micro Enterprises Promotion Services Agency is a subsidiary of the Social Fund for Development (SFD) and it was established in 2006.
  • SMEPS scope of work is in 3 main components, Business Development, Value Chain Analysis, and Entrepreneurship. Providing non-financial facilities and small business development services through innovative and creative projects that help the growth of the activities in this sector.
  • SMEPS main office is in Sanaa with two other branches in (Aden - Al Mukalla),

Objective:

The Branch Manager is responsible for the day-to-day operations of the designated SMEPS branch, ensuring the successful implementation and delivery of projects within the branch's geographical area. They provide leadership and direction to branch staff, manage project budgets, and ensure adherence to SMEPS policies, procedures, and financial regulations.

Qualifications:

  • Master's degree in International Development, Public Administration, or a related field (preferred).
  • Minimum five years experience in a related position.
  • Proven experience in managing and delivering development projects.
  • Strong leadership, communication, and interpersonal skills.
  • Excellent organizational and time management skills.
  • Ability to work independently and as part of a team.
  • Strong analytical and problem-solving skills.
  • Understanding of financial management principles.
  • Proficiency in MS Office Suite and project management tools (preferred).
  • Fluency in the English language.
  • Commitment to SMEPS' mission and values.

Key Responsibilities:

  • Project Management and Delivery:
  • Oversee the implementation and delivery of projects within the branch's geographical area, ensuring they meet objectives, timelines, and budgets.
  • Liaise with project teams, partners, and beneficiaries to ensure effective communication and collaboration.
  • Monitor project progress, identify potential issues, and implement corrective actions as needed.
  • Prepare and submit regular project progress reports to the Executive Director.
  • Branch Operations and Team Management:
  • Provide leadership and direction to branch staff, fostering a productive and professional work environment.
  • Delegate tasks effectively, supervise staff performance, and provide coaching and development opportunities.
  • Ensure adherence to SMEPS policies and procedures related to human resources, procurement, and administrative functions within the branch.
  • Maintain a safe and secure work environment for branch staff.
  • Financial Management:
  • Manage branch operational budgets, adhering to financial guidelines and spending authorization limits set by the Executive Director.
  • Prepare and submit periodic branch financial reports to the Executive Director when needed.
  • Initiate routine procurement requests within pre-defined spending limits and following established procedures.
  • Review and approve low-risk expense reports within delegated authority.
  • Escalate higher-value financial transactions or those with a higher risk profile to the Executive Director for approval.
  • Compliance and Risk Management:
  • Ensure all branch activities comply with SMEPS policies, procedures, and donor regulations.
  • Identify and mitigate potential risks associated with branch operations and project implementation.
  • Report any non-compliance or suspected fraudulent activity to the Executive Director immediately.
  • Representation and Networking:
  • Represent SMEPS at meetings, workshops, and events within the branch's geographical area.
  • Build and maintain positive relationships with local stakeholders, government officials, donors, and partner organizations.
  • Additional Duties:
  • Perform other job-related tasks as assigned by the Executive Director.
